Xiapu Blazed a trail for creating wealth out of marine resources
In its favorable ecological environment, Xiapu is home to tender kelp which is popular among consumers for low crude fiber content, high sweetness and good taste. To make kelp seedings available in every season, as opposed to traditional kelp seedings in summer and autumn only, Xiapu people innovated in kelp seedling technology, planting kelp seeds in different seasons, thus improving the output of kelp. At present, Xiapu has more than 100 kelp processing enterprises which produce kelp knot, shredded kelp, kelp can, kelp in packet and other products. A one-stop industrial chain of seedling, breeding, processing and sales is formed.

The innovative kelp seedling industry epitomizes the high-quality development of Xiapu’s marine industry. In the future, Xiapu will build “maritime Xiapu” at a faster pace. During the planned three years, Xiapu is expected to increase the output value of marine aquaculture such as sea cucumber, kelp, nori and big yellow croaker to 20 billion yuan, and to improve the industrial added value through intensive processing, brand promotion and e-commerce, so as to create wealth-generating industries with a total output value of more than 40 billion yuan. At the same time, culture and tourism are used to empower the marine economy and promote the transformation of Xiapu from a county with rich marine resources to a county with strong marine economy.

Thanks to the two highlights – ideal beach for taking photos and leisure resort, together with improved tourist facilities and well planned tourist routes, Xiapu links tourism resources including beaches, islands and offshore mudflats beaches into selective village tours. In its implementation of the all-for-one tourism development strategy, the models of tourism + photo taking, tourism + attractions and tourism + culture and sports have sprung up.

Driven by the all-for-one tourism, the B&B industry is expanding. As the B&B industry has become more regulated, Xiapu established the first county-level B&B industry association in Fujian Province, and developed the first B&B management regulations in Ningde. The increasingly prosperous B&B industry has further promoted the improved quality of rural tourism.
Xiapu gave villages a new look by artistic creations
While exploring the model of art + cultural tourism + cultural creation, Changsha Village implemented the cultural poverty alleviation project that focuses on farmers’ oil paintings, folk arts and crafts, farmers’ calligraphy and paintings, and engages villagers in oil painting training, creation and sales. At the same time, it has built an artistic B&B and leisure culture street, attracted many cultural teams and cultural celebrities to settle in and create works, and successively won the honorary titles of National Civilized Village and Provincial Rural Revitalization Demonstration Site. When the villages become vibrant, the people become rich both materially and spiritually. In Xiapu, many Changsha Villages are becoming more beautiful and prosperous.
