Racine reviewing plan to service Mount Pleasant with water, buses, police for Foxconn, other growth

New water pipes for Foxconn Technology Group and other manufacturers, lower water hook-up fees and more money for bus service are all components of a proposed agreement between Mount Pleasant and the city of Racine.
