Capitol Asset Strategies Offers New Outsourced Policy Option

By: Newsfile

Washington, D.C.--(Newsfile Corp. - November 30, 2023) - Capitol Asset Strategies is offering a new outsourced policy "operating partner" model that will assist private fund advisers and their portfolio companies in efficiently addressing Washington challenges.

"Many of the largest private fund managers have internal teams that provide regulatory assistance for not only the adviser, but also the portfolio companies to protect against legislative and regulatory risk," according to Jason Mulvihill, Founder and President of Capitol Asset Strategies. "Internal teams at the largest firms are delivering significant value for their firms, portfolio companies and ultimately fund limited partners. We want to provide that same level of protection on the outside for other private fund advisers and their portfolio companies."

This approach allows the Capitol Asset Strategies team to parachute into a portfolio company that has a regulatory or legislative issue, craft a strategy to address it, and execute on it, providing insurance across the entire portfolio. Chris Hayes, Managing Partner of Capitol Asset Strategies notes that, "We can provide this service, at scale, at a cost that makes sense for both the private fund adviser and their funds' portfolio companies. We provide this service across multiple portfolio companies at a fraction of what it would cost for each portfolio company to hire their own external policy team."

Over the past three years, private fund managers have expanded their focus on the growing regulatory state in Washington, as they drive dealmaking in cities like New York, London and San Francisco.

"In my 14 years of experience collectively representing the leading private equity and private credit firms in Washington on regulatory and legislative issues, I've never seen such a challenging time for the asset class and their portfolio companies," said Mulvihill. "Firms and their portfolio companies are under pressure and need boots on the ground to help them monitor, understand and respond to rapid regulatory changes, while also helping their portfolio companies maximize value and address any issues they face."

Mulvihill recently teamed up with Hayes to launch Capitol Asset Strategies, with a specific focus on helping private fund advisers and their portfolio companies navigate government regulations. Together, the two have a combined 25+ years of experience navigating every type of regulatory or policy challenge facing private fund advisers and their portfolio companies in Washington, combined with deep relationships in and understanding of the industry. This gives them unique expertise in the field of government relations.

According to Hayes, this could also be a win for private fund advisers in pitching their LPs. "Adding policy protection from an outside 'operating partner' in an investment thesis can be a helpful differentiator, particularly in sensitive industries, or those industries that may benefit from accessing government investment opportunities."
