Anna Lansky brings extensive experience leading the development, implementation and provision of developmental disabilities services and operations to the Firm
Manatt, Phelps & Phillips, LLP, a multidisciplinary, integrated professional services firm, today announced the arrival of Senior Advisor Anna Lansky to the Firm’s Health Care industry group. Most recently serving as the Interim Director of the Oregon Department of Human Services’ (DHS) Office of Developmental Disabilities Services (ODDS), Lansky will work with the Firm’s health care and state clients to align, strengthen and support care coordination efforts for their respective communities.

During her eight-year tenure as Deputy Director of ODDS, Lansky represented the DHS at the legislature and interdepartmental and interagency settings, both with community partners and within the private sector. She helped set Oregon’s vision for community-based services for people with intellectual and development disabilities. She led community partner engagement efforts on behalf of the Office—including with senior state leadership and legislators—and also led efforts to identify program, systemic and community barriers to deliver effective, person-centered services and supports throughout Oregon. In this role, Lansky led the development, implementation and provision of services under a variety of Medicaid authorities to ensure equitable access to home- and community-based supports including in‑home services, residential services, employment services and more.

As Interim Director of ODDS, Lansky was deeply involved in its efforts to identify and address systemic health equity barriers and disparities across the I/DD system. She led the Office’s initiatives to implement the Healthier Oregon Program to provide services to individuals regardless of immigration status; secure requirements for case management entities to develop and maintain service equity assessments and action plans; and improve language access. She also led cross-program and cross-agency efforts to implement the Federal Home and Community Based Settings Rule to protect the rights of people with I/DD and develop a new person-centered and transparent framework for services provided by Medicaid and ODDS.
