Cooper extends Phase 2 for five weeks, urges caution in reopening schools

Citing the risk posed by large gatherings, particularly in bars as seen in other states, Gov. Cooper extends Phase 2 and wants to see schools and universities reopen with as little increase in Covid-19 cases as possible.
