MY VIEW: Issue 22 can break barriers, move region forward

On Nov. 5, voters in Cincinnati have the opportunity to pass Issue 22 to repeal the current, outdated funding system for the Southwest Ohio Regional Transit Authority contingent on the passage of a new, countywide funding plan in 2020.
