Reuter Walton gets a win, and a warning, in St. Paul

The St. Paul City Council on Wednesday gave a boost to developer Reuter Walton's plan to build a seven-story apartment building just across the Mississippi from downtown. But one council member expressed concerns over complaints from construction workers related to earlier projects.
