Thor's troubles delay vote on Minneapolis riverfront redevelopment

A Minneapolis City Council committee has delayed an expected vote on the city's Upper Harbor Terminal, a plan to remake a 50-acre chunk of riverfront in North Minneapolis, amid concerns about the financial future of Thor Construction, one of the project's key partners.
