Early Education and Volunteering

Dr. Huerta took her first steps in the field of international development when she pursued a bachelor's degree in agricultural communications at the University of Georgia. Upon graduation, she became a Peace Corps volunteer. She served as an agriculture specialist in Mali from 1994 to 1997, then as a volunteer leader in Mozambique in 1998.

During her time in the Peace Corps, Dr. Huerta became deeply inspired by the idea of making a difference in the world. To further advance her capacity in international development, she completed a master's degree in agricultural economics at the University of Tennessee, Knoxville, in 2001 and earned a Doctor of Philosophy in agricultural development at Purdue University in 2006.

Prior to completing her PhD, Dr. Huerta joined Agricultural Cooperative Development International/Volunteers in Overseas Cooperative Assistance as an international consultant. Two years later, she became an international program and technical specialist at World Vision. Upon establishing this foundational experience, she soon found an opportunity to work at the U.S. Agency for International Development (USAID).

Mentorship at USAID

Dr. Huerta attributes much of her current success to her mentors at USAID, including the late former U.S. Ambassador to Ecuador, Arthur W. Brown. He taught her to be confident, to take risks and to not be afraid of failure or ask for help. Another of her mentors was former U.S. Ambassador to the Lao People's Democratic Republic, Rena Bitter, who taught Dr. Huerta the importance of holding people accountable and confronting conflict, despite whatever difficulties may arise.

A Career in International Development

Dr. Huerta started as a program officer at USAID in Washington, D.C., but would hold similar roles in the Democratic Republic of the Congo, Afghanistan and Barbados. She was appointed as a monitoring and evaluation specialist in Afghanistan in 2014 and a country officer director in Laos in 2016. By 2020, she served as the senior development adviser of Fiji. Dr. Huerta went on to serve as deputy mission director in India until her retirement from federal service in September 2025.

In her current role, Dr. Huerta oversees all operations, including contracting, finance, human resources, performance and conduct. Her primary responsibility is to ensure compliance with federal law and any changes in the administration's policies. Additionally, she participates in several key working groups as the representative for USAID in the region.

Plans for the Future

Looking toward the next phase of her professional career, Dr. Huerta hopes to continue engaging in the same work she has been doing for decades: helping others. With a focus on marginalized populations in the U.S. and smaller communities, her ambition is to support those who feel powerless or uncertain. To accomplish this, Dr. Huerta seeks to find an organization that advocates for individuals without a voice or whose opportunities are otherwise limited.
